CHST Domain 1: Hazard and Risk Identification and Control

On a lead abatement job, a foreman sees fine lead-containing dust built up on the floor of the decontamination area. A HEPA-equipped vacuum is on site and in working order, but no one has tried it. A crew member suggests wet sweeping with a broom because it is quicker. What should the foreman require?

Show answer and source

Answer: C. Clean the floor with the HEPA-equipped vacuum, and allow sweeping only if vacuuming is tried and found not effective

OSHA's lead in construction standard, 29 CFR 1926.62(h)(2)-(4), requires cleaning lead dust with a high-efficiency particulate air (HEPA) filtered vacuum or another method that keeps lead out of the air. Sweeping, wet or dry, is allowed only after vacuuming is tried and fails. Wetting, speed, or respirators do not change that. Under (h)(5), compressed air requires a dust-capturing ventilation system.

Answer C rests on

29 CFR 1926.62(h)(3)(opens ecfr.gov in a new tab)
“Shoveling, dry or wet sweeping, and brushing may be used only where vacuuming or other equally effective methods have been tried and found not to be effective.”
