ASP Domain 7: Environmental Management
Domain 7 is 7% of the ASP, number 8 of 9 domains by weight. PassCited has 38 questions for it.
BCSP's ASP11 Examination Blueprint, V.2024.04.24 (effective Sept 1, 2025) weights Environmental Management at 7% of the ASP, a 5-hour exam. It is one of the lighter domains: cover the core rules, but don't let it crowd out the heavy ones.
Blueprint tasks we cover in this domain

Question 1
During a facility cleanout, a small quantity handler of universal waste finds a nickel-cadmium battery in a collection bin with a visibly cracked casing and residue on its terminals. What must the handler do with this battery?
Show answer and source
Answer: C. Place it in a container that is closed, structurally sound, compatible with the battery contents, and free of leakage or damage
The standard requires any battery showing leakage, spillage, or damage that could cause leakage to be contained in a closed, structurally sound, compatible container that itself lacks leakage or damage. Puncturing the casing is not allowed because the casing must remain intact and closed.
Answer C rests on
40 CFR 273.13(a)(1)(opens ecfr.gov in a new tab)“A small quantity handler of universal waste must contain any universal waste battery that shows evidence of leakage, spillage, or damage that could cause leakage under reasonably foreseeable conditions in a container. The container must be closed, structurally sound, compatible with the contents of the battery, and must lack evidence of leakage, spillage, or damage that could cause leakage under reasonably foreseeable conditions.”
Question 2
A TSD facility has 60 employees. Only a designated 8-person emergency team has completed the full emergency response training (plan elements, SOPs, PPE, incident-handling procedures). The remaining employees, who are most likely to discover a spill first, have not had the full training. A safety professional is reviewing whether this arrangement can comply without training all 60 employees to the full degree. Which finding would show that the facility is NOT meeting the conditions for this approach?
Show answer and source
Answer: C. Employees outside the team were trained only to recognize that an emergency exists and to summon the trained team, but they have never been told not to attempt control, and some have been expected to try to contain small spills
The exception requires that other employees who may respond first be instructed to summon the fully trained employees and not attempt control activities for which they are not trained. Expecting untrained employees to contain spills defeats that condition, whereas the other findings describe the arrangement the standard allows.
Answer C rests on
29 CFR 1910.120(p)(8)(iii)(A)(opens ecfr.gov in a new tab)“Exception #1: An employer need not train all employees to the degree specified if the employer divides the work force in a manner such that a sufficient number of employees who have responsibility to control emergencies have the training specified, and all other employees, who may first respond to an emergency incident, have sufficient awareness training to recognize that an emergency response situation exists and that they are instructed in that case to summon the fully trained employees and not attempt control activities for which they are not trained.”
Question 3
A small quantity generator sent letters to its local fire department and the nearest hospital offering a facility tour and information on its hazardous wastes. After two follow-up calls, neither organization has agreed to any formal arrangement. During a compliance review, the EHS manager asks what the generator must have on file for these two organizations. What is required?
Show answer and source
Answer: A. Documentation in the operating record confirming that attempts to make the arrangements were made
The standard requires the operating record to show either that arrangements actively exist or, where none exist, that attempts to make them were made. The 'nothing to document' choice is wrong because the lack of an arrangement still has to be documented. A waiver is only available to a facility with 24-hour response capabilities, which this generator is not described as having.
Answer A rests on
40 CFR 262.16(b)(8)(vi)(B)(opens ecfr.gov in a new tab)“This documentation must include documentation in the operating record that either confirms such arrangements actively exist or, in cases where no arrangements exist, confirms that attempts to make such arrangements were made.”
