Question 1

A supported frame scaffold is 6 feet wide and 21 feet tall, which gives a height-to-base-width ratio of about 3.5:1. The crew adds a cantilevered work platform that projects from one side so workers can reach over a parapet. The foreman says no tipping restraint is needed because the ratio is under 4:1. Which response is correct under the scaffold standard?

Show answer and source

Answer: C. The foreman is wrong, because ties, guys, braces, or outriggers must be used whenever an eccentric load such as a cantilevered platform is applied to the scaffold.

The standard requires ties, guys, braces, or outriggers in all circumstances where an eccentric load, such as a cantilevered work platform, is applied or transmitted to the scaffold. That requirement applies regardless of the 4:1 ratio, so the foreman's reasoning fails. The standard allows ties, guys, braces, or outriggers, so guying is not the only acceptable method.

“Ties, guys, braces, or outriggers shall be used to prevent the tipping of supported scaffolds in all circumstances where an eccentric load, such as a cantilevered work platform, is applied or is transmitted to the scaffold.”
Question 2

A crew is working from a two-point adjustable suspension scaffold fitted with an overhead protection canopy. The supervisor plans to tie each worker's lanyard to a separate vertical lifeline. Each lifeline would be anchored to a structural steel member of the building, independent of the scaffold, and padded at the roof edge to prevent abrasion. Is this fall arrest plan acceptable?

Show answer and source

Answer: D. No. Vertical lifelines cannot be used on a two-point suspension scaffold that has overhead components such as a canopy, so another permitted attachment method is needed.

Even when the lifelines are independent, padded, and anchored to building steel, the standard bars vertical lifelines on single- or two-point suspension scaffolds that have overhead components such as overhead protection. The anchorage and abrasion criteria apply only when vertical lifelines are permitted. The last distractor is wrong because the standard names structural members of buildings as safe anchorage points and excludes outrigger beams.

“Vertical lifelines shall not be used when overhead components, such as overhead protection or additional platform levels, are part of a single-point or two-point adjustable suspension scaffold.”
Question 3

A masonry crew is repairing a parapet. The foreman proposes using a forklift to hold a platform at the work height. The platform would be bolted across its entire frame to the forks. Because the wall run is 30 ft long, the foreman also plans to have the operator slowly drive the forklift along the wall to reposition the platform for each section while two masons stay on it, so they do not have to climb down. Which assessment is correct under the scaffold footing and support requirements?

Show answer and source

Answer: C. Not compliant, because the forklift may not be moved horizontally while the platform is occupied, so the masons must be off the platform before it is repositioned

A forklift may support a platform only if the entire platform is attached to the fork and the forklift is not moved horizontally while the platform is occupied. The full attachment is fine, but driving along the wall with masons aboard violates the second condition. The claim that forklifts are never allowed is wrong, since the standard permits them under those conditions.

“(v) Fork-lifts shall not be used to support scaffold platforms unless the entire platform is attached to the fork and the fork-lift is not moved horizontally while the platform is occupied.”
