0:09 Learning objectives
In this lesson, you'll learn to: write the emergency response plan elements, assign the ICS and safety official duties, match each responder to its training level, and apply the SCBA, buddy system and cleanup rules.
0:25 Emergency response plan
65(q), the plan must exist before any response begins. It is written, and employees, their representatives and OSHA can inspect and copy it. Minimum elements include safe distances and places of refuge, evacuation routes, and decontamination. Others: roles and lines of authority, PPE, and critique of the response. Evacuate everyone and let no one help? 35 emergency action plan instead. At an emergency response, command is set by rank and role.
0:59 Command structure
The senior emergency response official becomes the individual in charge of a site-specific ICS. That person designates a safety official who is knowledgeable in the operations being implemented. The safety official can alter, suspend or terminate IDLH or imminent danger activities, and must inform the ICS at once.
1:25 Operating rules
With an inhalation hazard or potential inhalation hazard, responders wear positive pressure SCBA. They keep it until the ICS lead decides, through air monitoring, that less protection won't cause hazardous exposures. Limit personnel in exposure areas to those actively performing operations, working in groups of two or more. Back-up personnel stand by with equipment ready to assist or rescue; first aid support personnel also stand by with medical equipment and transportation.
