Question 1

A staffing agency sends a crew of day laborers to a warehouse for a two-week inventory project. Several of them speak little English and have limited reading skills. The site safety coordinator has a 40-page written safety manual and a short window to train them before they start. Which approach best fits how the training should be delivered to this group?

Show answer and source

Answer: D. Use demonstrations and visuals with verbal explanation, favoring them over written text

For temporary and day laborers, the guidance says to favor visual and verbal methods over written text to maximize communication with minimal language interference. A handed-out English manual relies on the written text that this audience is least able to use.

Answer D rests on

OSHA 3824, Resource for Development and Delivery of Training to Workers (2015), PDF p. 34(opens ecfr.gov in a new tab)
“Employ approaches similar to those used for low-literacy or non-English speaking audiences. This will ensure maximum communication of the training content with minimum language interference. Favor visual and verbal methods over written text.”

Question 2

A trainer is preparing a hazard communication session for a crew in which several workers have told their supervisor they struggle with reading and writing. The trainer wants a method that suits this group and also lets the trainer notice who is having trouble with the concepts so the trainer can step in. Which approach best fits that goal?

Show answer and source

Answer: A. Use participatory methods such as small group exercises and hands-on activities, which do not rely on reading and let the instructor observe who is struggling

The guidance says participatory methods work well with people who have difficulty reading and writing and let the instructor see who is having difficulty so the trainer can engage with them. Written packets and calling on people to read aloud rely on reading ability and put people on the spot, and a straight lecture gives the trainer no way to observe individual comprehension.

Answer A rests on

OSHA 3824, Resource for Development and Delivery of Training to Workers (2015), PDF p. 25(opens ecfr.gov in a new tab)
“Participatory methods work quite well with people who have difficulty reading and writing. They also allow the instructor to observe who may be having difficulty with the concepts and to engage with them to ensure comprehension.”

Question 3

A safety trainer has 90 minutes to deliver a lockout/tagout refresher to a crew of maintenance mechanics. She builds a 70-slide deck and plans to stand at the front and read each slide aloud, taking questions only at the end. After a pilot run, observers note that the mechanics were passive and recalled little. Which assessment of her approach is most consistent with the guidance on PowerPoint?

Show answer and source

Answer: C. The approach is flawed because using PowerPoint as the main teaching technique makes the teaching one-way and can stifle participation

The guidance says that teaching only by showing and reading a PowerPoint leaves little opportunity for participation and can stifle it, producing one-way teaching. Overheads and flip charts are also just visual aids, not teaching techniques, so swapping media would not fix the problem.

Answer C rests on

OSHA 3824, Resource for Development and Delivery of Training to Workers (2015), PDF p. 27(opens ecfr.gov in a new tab)
“If an instructor teaches only by showing and reading a PowerPoint presentation, there is not much opportunity for participation. In fact, use of PowerPoint can stifle participation.”
