Question 1

A remediation contractor hires a technician who holds a certificate showing completion of hazardous waste operations training from a previous employer. The certificate covers the same content required for initial HAZWOPER training. The employer has verified it and kept a copy on file. On the technician's first day at the new site, which action does the standard require?

Show answer and source

Answer: C. Provide appropriate site-specific training before site entry and appropriate supervised field experience at the new site

Equivalent training relieves the employer of the initial training requirements, but certified employees new to a site still need site-specific training before entry and supervised field experience there. Skipping site-specific training because of the certificate is wrong under the standard.

“However, certified employees or employees with equivalent training new to a site shall receive appropriate, site specific training before site entry and have appropriate supervised field experience at the new site.”
Question 2

A remediation contractor assigns a newly hired field supervisor to oversee a crew at a hazardous waste cleanup site. Half of the crew are equipment operators and laborers who remove contaminated soil and may be exposed to hazardous substances; the other half are surveyors who visit the site only occasionally for a limited task and are unlikely to be exposed over exposure limits. The supervisor has no prior HAZWOPER training. Which initial training must she complete to supervise this crew?

Show answer and source

Answer: D. 40 hours of initial training and three days of supervised field experience, plus at least eight additional hours of specialized management training at the time of job assignment

The reduction to 24 hours and one day applies only if the supervisor's sole responsibility is employees in the reduced-training categories. Because she also supervises general site workers exposed to hazardous substances, she needs the full 40 hours and three days of field experience, plus at least eight hours of specialized training at job assignment. The reduced package is wrong because it covers only supervisors responsible solely for the limited-exposure workers.

“On-site management and supervisors directly responsible for, or who supervise employees engaged in, hazardous waste operations shall receive 40 hours initial training, and three days of supervised field experience (the training may be reduced to 24 hours and one day if the only area of their responsibility is employees covered by paragraphs (e)(3)(ii) and (e)(3)(iii)) and at least eight additional hours of specialized training at the time of job assignment on such topics as, but not limited to, the employer's safety and health program and the associated employee training program, personal protective equipment program, spill containment program, and health hazard monitoring procedure and techniques.”
Question 3

A remediation contractor hires an experienced technician who completed full HAZWOPER initial training and several years of supervised field work at hazardous waste sites with a previous employer. The technician has a certificate and documentation of that training and experience. The contractor is assigning the technician to a cleanup site where the technician has never worked. Which approach is consistent with the standard?

Show answer and source

Answer: B. Accept the documented equivalent training in place of the initial training, but provide site-specific training before site entry and supervised field experience at the new site

The standard lets an employer who can document equivalent training skip the initial training requirements, but certified or equivalently trained employees who are new to a site must receive appropriate site-specific training before site entry and have supervised field experience there. Requiring a full repeat of the initial training is not required, and skipping or delaying site-specific training is not permitted.

“However, certified employees or employees with equivalent training new to a site shall receive appropriate, site specific training before site entry and have appropriate supervised field experience at the new site.”
