A roofing crew has current written fall protection training certifications. All of their training covered guardrail systems, which they have used for months. The contractor now switches the job to personal fall arrest systems with rope-grab lifelines, which none of the crew has used. The crew's supervisor wants them on the roof tomorrow. Answer: B. Retrain the affected workers on the new system, because the change in fall protection equipment makes their earlier training obsolete
OSHA's fall protection training rule, 29 CFR 1926.503(c)(2), requires retraining when a change in the type of fall protection system or equipment makes earlier training obsolete. Guardrail-only training does not cover personal fall arrest systems. A current certification does not cover new equipment. Waiting for unsafe use ignores this trigger. A brief talk with a new date is not retraining.
On the job
At a water treatment plant, the maintenance foreman shifts a tank-roof repair crew from a parapet guardrail to a horizontal lifeline system with shock-absorbing lanyards. Everyone's certification is current but covers guardrails only. The safety coordinator holds the crew off the roof until a competent person retrains them on the lifeline system, because changed equipment makes the earlier training obsolete.
