CHST Domain 1: Hazard and Risk Identification and Control

Answer: D. Remove the regulator and put the valve protection cap in place

OSHA's gas welding rule, 29 CFR 1926.350(a)(6), requires removing the regulator and installing the valve protection cap before moving a cylinder not firmly secured on a special carrier. Leaving the regulator on violates this. Opening the valve is wrong because (a)(8) requires it closed during moves. Laying the cylinder down is wrong because (a)(4) requires vertical securing on powered vehicles.

A safety coordinator at a construction site supervises the relocation of an oxygen cylinder from a welding area to another work area on a utility cart. The cylinder is not secured on a special carrier, so the coordinator has the welder take off the regulator and thread the valve protection cap into place before the cylinder is lifted onto the cart and moved.
