CHST question for October 24, 2026

The CHST question of the day for Saturday, October 24, 2026, on emergency action plans. Pick an answer to see the explanation and its source.

CHST Domain 2: Emergency Preparedness, Incident Investigation, and Response

A contractor's draft emergency action plan for a building renovation assigns escape routes by floor, names the employees trained for rescue and medical duties, tells workers to report fires by calling the site emergency number, and lists the safety manager's job title for questions about the plan. During a drill, no one could say whether a two-person drywall crew had made it out. Which minimum plan element is missing and should be added to fix this gap?

Show answer and source: 29 CFR 1926.35(b)(3)

Answer: B. Procedures to account for all employees after emergency evacuation has been completed

OSHA's construction emergency action plan rule, 29 CFR 1926.35(b)(3), requires procedures to account for all employees after evacuation is complete. That element would show whether the drywall crew got out. Re-entry procedures to search for missing coworkers are not a required element. Fire extinguisher maps and insurance carrier lists are not among the minimum plan elements either.

On the job

At a warehouse retrofit, an EHS manager notices that after the horn sounds, crews gather at the assembly area but nobody checks who is actually there. A roofing crew could be anywhere on the property and no one would know. She adds a step: each foreman reports a headcount to a named person once evacuation is complete, so every employee is accounted for.
