CHST Domain 1: Hazard and Risk Identification and Control
A drywall crew will work on a flat roof edge with no parapet wall. Guardrails with the top rail 44 inches above the roof surface are already installed. A foreman then has two workers do the edge work on stilts that add 8 inches to their height. The foreman says the 44-inch rails are within the normal range, so no changes are needed. What is the correct determination?
Show answer and source: 29 CFR 1926.502, Note after paragraph (b)(1)
Answer: C. The guardrail is not compliant for stilt use; the top edge height must be increased by an amount equal to the height of the stilts.
OSHA's construction guardrail rule, 29 CFR 1926.502(b)(1), sets top rail height at 42 inches plus or minus 3 inches. Its note requires raising that height by the stilt height when workers use stilts. The 44-inch rail meets the normal range only without stilts. A midrail does not change top-rail height, and nothing requires lowering rails to exactly 42 inches.
On the job
An EHS manager on a warehouse build-out finds that finishers plan to walk the loading dock edge on stilts, where guardrails were set with the top rail at the usual height. The manager notes that stilts change the exposure, so the top edge height must be increased by an amount equal to the stilt height. The crew raises the rails before anyone puts the stilts on.
