Question 1
A crawler crane's load charts are stored only on an in-cab tablet. Midway through a pick, the tablet fails and the operator cannot view the rated capacities. What must the operator do?
Show answer and source
Answer: A. Immediately cease operations or follow safe shut-down procedures until the rated capacities are available in electronic or other form
When rated capacities are available in the cab only electronically and become inaccessible, the operator must immediately stop or shut down safely until they are available again. Continuing from memory or at reduced speed is not allowed by the standard.
Answer A rests on
29 CFR 1926.1417(c)(2)(opens ecfr.gov in a new tab)“In the event of a failure which makes the rated capacities inaccessible, the operator must immediately cease operations or follow safe shut-down procedures until the rated capacities (in electronic or other form) are available.”
Question 2
A crew needs a wire rope bridle to hoist a precast panel. They have a length of wire rope and several U-bolt clips, and the foreman proposes forming the eye at each end of the bridle with clips. He says the clips will be installed with the number and spacing from Table H-2 and with the "U" section on the dead end of the rope. What is the correct response?
Show answer and source
Answer: D. Do not use the clip-formed eyes, because eyes in wire rope bridles and slings cannot be formed by wire rope clips, however carefully the clips are installed
The standard prohibits forming eyes in wire rope bridles, slings, or bull wires with clips or knots. Table H-2 spacing and correct U-bolt orientation apply only where clips are permitted to form eyes, so they cannot make this bridle acceptable. Adding a knot is also prohibited.
Answer D rests on
29 CFR 1926.251(c)(4)(iii)(opens ecfr.gov in a new tab)“Eyes in wire rope bridles, slings, or bull wires shall not be formed by wire rope clips or knots.”
Question 3
A crawler crane is set up on a congested site, and its counterweight swing path passes within a few feet of a stacked-material area. A rigger needs to check a shackle on a load at ground level on the far side of the superstructure, a spot the operator cannot see from the cab. The rigger is busy carrying tools, so a coworker radios the operator: "Rigger is walking around behind the counterweight now." The operator acknowledges, and the rigger proceeds. Later, the operator needs to swing the boom toward that side while the rigger is still there. Which action does the standard require?
Show answer and source
Answer: A. The operator must not rotate the superstructure until the pre-arranged communication system confirms the rigger is in a safe position.
Because the operator knows an employee went to a location out of view, the operator must not rotate the superstructure until informed through the pre-arranged communication system that the employee is in a safe position. The earlier notification only satisfied the first requirement. It does not allow swinging, and the standard has no reduced-speed or supervisor-approval substitute.
Answer A rests on
29 CFR 1926.1424(a)(3)(ii)(opens ecfr.gov in a new tab)“(ii) Where the operator knows that an employee went to a location covered by paragraph (a)(1) of this section, the operator must not rotate the superstructure until the operator is informed in accordance with a pre-arranged system of communication that the employee is in a safe position.”
