Question 1

A crew is working from a two-point suspension scaffold on a high-rise facade. Gusty wind is making the stage sway, and the competent person has evaluated the situation and decided the stage must be secured. The foreman points out that the building has permanent window cleaners' anchors close to each side of the stage and proposes tying the stage off to them because they are already in place and look strong. What is the correct response under the standard?

Show answer and source

Answer: D. Reject the use of the window cleaners' anchors for this purpose and secure the stage to another means of tie-off

The standard requires two-point scaffolds to be tied or secured against swaying when a competent person finds it necessary, but it expressly bars using window cleaners' anchors for this purpose. The competent person's determination or approval does not override that prohibition, and the standard does not exempt two-point scaffolds from the swaying requirement.

“Two-point and multi-point suspension scaffolds shall be tied or otherwise secured to prevent them from swaying, as determined to be necessary based on an evaluation by a competent person. Window cleaners' anchors shall not be used for this purpose.”
