Question 1

A maintenance crew is about to service a motor control circuit on a conveyor. The electrician proposes to stop the conveyor with the push-button stop station and the safety interlock on the guard, then begin work without opening the main disconnect, because the controls show the circuit is 'off.' Under the standard, what is the correct response?

Show answer and source

Answer: B. Not acceptable; control circuit devices and interlocks may not be the sole means of deenergizing or substitute for lockout and tagging

The standard bars control circuit devices such as push buttons, selector switches and interlocks from being the sole means of deenergizing, and interlocks cannot replace lockout and tagging. Combining two of these devices still leaves no disconnection from the energy source.

“Control circuit devices, such as push buttons, selector switches, and interlocks, may not be used as the sole means for deenergizing circuits or equipment. Interlocks for electric equipment may not be used as a substitute for lockout and tagging procedures.”
Question 2

A contractor's crew will repaint a rooftop sign that sits close to an uninsulated utility distribution line owned and operated by the local power company. The employer decides not to install guarding or insulation and instead wants the line deenergized for the job. Which action satisfies the standard before the crew starts work?

Show answer and source

Answer: B. Make arrangements with the utility that operates or controls the line to deenergize and ground it before work starts

When the line is to be deenergized, the standard requires arrangements with the person or organization that operates or controls the circuits to deenergize and ground them, and this must be done before work begins. Opening the building's disconnect does not affect the utility's line. Waiting until a hazard develops, or judging by sight or sound, also does not meet the requirement.

“If the lines are to be deenergized, arrangements shall be made with the person or organization that operates or controls the electric circuits involved to deenergize and ground them.”
Question 3

A maintenance technician must replace a lamp holder in a switchgear room. Exposed energized bus bars run along the wall next to the work spot. The only ladder on hand is an aluminum stepladder, and the technician could easily lean the ladder against, or sway into, the bus bars while working. What must the employer do before the task goes ahead?

Show answer and source

Answer: A. Provide a portable ladder with nonconductive siderails, because the ladder or the employee could contact exposed energized parts

The ladder or the employee could contact exposed energized bus bars, so the standard requires a ladder with nonconductive siderails. Having a coworker hold the base or removing jewelry does not change the ladder's conductivity, and the standard sets no exception for those measures.

“Portable ladders shall have nonconductive siderails if they are used where the employee or the ladder could contact exposed energized parts.”
