Affected employee (lockout/tagout)
Someone who operates or works near equipment that's being serviced under lockout or tagout.
Definition, in the source's words
29 CFR 1910.147(b)(opens ecfr.gov in a new tab)“Affected employee. An employee whose job requires him/her to operate or use a machine or equipment on which servicing or maintenance is being performed under lockout or tagout, or whose job requires him/her to work in an area in which such servicing or maintenance is being performed.”
What it means
Affected employees are instructed in the purpose and use of the energy control procedure (1910.147(c)(7)(i)(B)), and are notified before lockout or tagout devices are applied and after they're removed.
Example
The operator of a press being relined is an affected employee: they're told before the press is locked out, they don't try to restart it, and they're told again when the locks come off.
