Question 1
A plating shop supervisor plans to use air-purifying respirators with organic vapor cartridges for workers exposed to a solvent vapor. The cartridges have no NIOSH-certified end-of-service-life indicator that suits the shop's conditions. What must the employer do to make this selection compliant?
Show answer and source
Answer: D. Implement a cartridge change schedule based on objective information or data, and describe that information and its basis in the respirator program
When no appropriate ESLI exists, the standard requires a change schedule built on objective information or data that ensures cartridges are changed before the end of their service life, and the program must document that basis. Worker discretion and particulate filters do not meet this requirement.
Answer D rests on
29 CFR 1910.134(d)(3)(iii)(B)(2)(opens ecfr.gov in a new tab)“If there is no ESLI appropriate for conditions in the employer's workplace, the employer implements a change schedule for canisters and cartridges that is based on objective information or data that will ensure that canisters and cartridges are changed before the end of their service life. The employer shall describe in the respirator program the information and data relied upon and the basis for the canister and cartridge change schedule and the basis for reliance on the data.”
Question 2
A fabrication shop lets its welders use their own face shields and gloves instead of company-issued items. During a walkthrough, the safety manager finds that one welder's personally purchased shield is cracked and another's gloves are soiled with grease and residue. The welders say they planned to replace the items 'when they got around to it' since they own them. What is the correct position under the PPE standard?
Show answer and source
Answer: B. The employer must assure the adequacy, maintenance, and sanitation of the equipment, so these items must be repaired, cleaned, or replaced before use continues
The standard says that when employees provide their own protective equipment, the employer remains responsible for assuring its adequacy, including proper maintenance and sanitation. Cracked and dirty items cannot be left in use on the grounds that the employee owns them; ownership does not shift the duty away from the employer.
Answer B rests on
29 CFR 1910.132(b)(opens ecfr.gov in a new tab)“Where employees provide their own protective equipment, the employer shall be responsible to assure its adequacy, including proper maintenance, and sanitation of such equipment.”
Question 3
During a walkthrough, a safety professional sees a grinding operator wearing a face shield with a crack running across one corner of the lens. The crack is outside the operator's direct line of sight. The supervisor says the replacement shields arrive tomorrow, the job is nearly done, and the operator can finish the shift by taping over the crack. What should the safety professional require?
Show answer and source
Answer: B. Remove the cracked shield from use now and provide an undamaged, properly fitting replacement before grinding continues
The standard bars use of defective or damaged PPE without exception for location of the damage, a short remaining task, or a temporary fix. The cracked shield must come out of service immediately. The tempting options that allow continued use with tape, a second shield, or a logged exception would all keep damaged PPE in use.
Answer B rests on
29 CFR 1910.132(e)(opens ecfr.gov in a new tab)“Defective or damaged personal protective equipment shall not be used.”
